Changes in the Dissemination of BIS International Locational Banking Statistics and International Consolidated Banking Statistics in Japan

The Bank of Japan (BOJ) will make changes to "BIS International Locational Banking Statistics and International Consolidated Banking Statistics in Japan," beginning with the release of the data for end-March 2021 (scheduled for late June). Details of the changes are as follows.

1. Overview

(1) Addition of a new category, "Domestic banks, excluding trust banks"

A new category, "Domestic banks, excluding trust banks," will be added to the aggregate results. The BOJ has been publishing aggregate results which include both positions of trust accounts and banking accounts in line with the reporting guidelines provided by the Bank for International Settlements (BIS). However, many of the other major countries currently report figures of positions based solely on banking accounts, resulting in difficulties in drawing international comparison. In light of these circumstances, the BOJ has decided to release a new aggregate category that excludes figures for trust banks, mostly comprised of trust-account positions, with a view to facilitating the international comparison of the statistics. As a result, the Locational Banking Statistics will be divided into three categories: "Domestic and foreign banks," "Domestic banks," and "Domestic banks, excluding trust banks," and the Consolidated Banking Statistics into two categories: "Domestic banks" and "Domestic banks, excluding trust banks," respectively. (2) Change in the main geographical breakdown, from "by region" to "by country"

In the release format, the counterparties of the geographical breakdown of aggregate results have been shown as a total of each region (such as developed countries, offshore centers, and developing countries), for which the country breakdown has been also provided (such as Germany, United Kingdom, and United States). In the new release format, the geographical breakdown will be shown mainly by country, and the regional breakdown will be released as reference figures. This change is in accordance with the changes in the data aggregation policy made by the BIS.

As this change is solely aimed at the modification to the release format, no data will be discontinued or lack continuity. In addition, the summary document released together with the results of "BIS International Locational Banking Statistics and International Consolidated Statistics in Japan" will remain mostly the same in terms of its structure.
